An Army member requested review of his claim for telephone installation charges under the Meritorious Claims Act. The charges were incurred due to an involuntary move from Government-provided quarters solely for the purpose of renovation required by the Government. The claim did not contain the elements of legal liability or equity which would warrant reporting it to the Congress for consideration under the Meritorious Claims Act.
