    An Army member requested reconsideration of a settlement disallowing his claim for reimbursement of the cost for shipping his privately owned vehicle from the United States to Germany. The member signed the purchase order for the car to be shipped from the United States after his arrival in Germany, and the purchase price was not to be paid until the car was delivered to the member in Germany. There was no obligation on the part of the Government to pay the shipping costs since, at the time of the overseas shipment, the car was not the member's privately owned vehicle. Reimbursement of overseas shipping charges was not authorized since the member was not otherwise entitled to shipment of the car.
