The entitlement to a retroactive temporary promotion of an employee who was placed on a series of details to higher level positions was questioned. The employee was entitled only to a promotion for each individual detail which lasted more than 120 days. Since there was no apparent intent to circumvent regulations governing temporary promotions for overlong details, no decision was made on whether details may be aggregated for the purpose of awarding such promotions.
