During the subcommittee hearing on July 22, 1971, on the President's reorganization program (H.R. 6959, 6960, 6961, and 6962), the General Accounting Office was requested to provide additional material for the record on (1) transfers of unexpended appropriations to new departments, (2) the authority to transfer funds between appropriations, (3) limitations on working capital funds and service funds, and (4) appropriation patterns for the proposed departmental reorganization by the Office of Management and Budget.
