GAO provided its views on the refusal of the Department of Health, Education and Welfare to transfer a loan guarantee and loan subsidy from one Florida hospital to another. GAO noted that the loan could not be properly approved, since the geographical distance between the two hospitals would make it unlikely that the new hospital would serve as a community hospital to the original grantee and provide the same services to the same population group.
