GAO reviewed legislation to amend the Federal Food, Drug, and Cosmetic Act (FD&C Act) with respect to cosmetic safety, as requested by a Congressional letter of January 11, 1978. GAO determined that the bill could be strengthened by providing the Food and Drug Administration (FDA) additional authority to regulate coal tar hair dyes and cosmetic preservatives.
