Proposed legislation addresses procedures for monitoring State administered foster-child and adoption programs under the Social Security Act. The legislation assures the disclosure of information concerning, and audits of, institutions which receive Federal assistance. It also sets forth conditions under which foster care maintenance payments may be reimbursed to the States. It provides for: (1) subsidized adoption assistance payments to parents adopting a child with special needs; (2) a percentage of specified foster care and adoption assistance expenses reimbursable to States; and (3) the transfer of funds from one program to another. The letter addressed the language and definitions used in the legislation and recommended some modifications and rewording.
