Pursuant to a congressional request, GAO provided information on the structure and operations of five cities' control boards. GAO noted that: (1) none of the control board offices are located in city owned space; (2) the boards' staff size ranges from 7 to 23 employees; (3) the boards' staff composition varies widely and three of the five boards are headed by an executive director; (4) staff salaries in four of the boards are tied to the state pay scale, while one board sets its own salaries; (5) none of the boards have buyout or transfer agreements from previous employers; (6) four of the boards have never been audited, while one board is audited annually; and (7) the boards have been in existence between 1 and 20 years.
