In response to a congressional request, GAO examined the legality and of the Air Force practice of using the Central Intelligence Agency (CIA) and the Department of State to enter into contracts to satisfy Air Force intelligence requirements for research studies before the end of the fiscal year.
GAO found that the Air Force practice of placing orders with other agencies which, in turn, awarded contracts to accomplish this work does not violate the Economy Act, the Antideficiency Act, or procurement regulations. To avoid duplicating a current investigation by the Inspector General of the Department of Defense, GAO did not examine whether the Air Force had a bona fide need for these projects or whether any favoritism was involved.
