The Department of State requested a decision regarding the use of funds to cover the purchase cost and plant printing cost of Christmas greeting cards for use by the United States Mission.

GAO found that the purchase of greeting cards is a personal rather than an official expense and is not chargeable to public funds. Accordingly, GAO ruled that the voucher may not be certified for payment.
