The Chairman of the Federal Communications Commission (FCC) requested GAO's opinion as to whether the FCC may expend funds appropriated for Commission expenses by the Independent Offices Appropriation Act for 1945 for the purchases of drinking water, despite a lack of an express statutory authorization to make such purchases.

GAO found that there is an available supply of drinking water from individual wells and that the water in these wells has not been shown to be non-potable. Accordingly, the purchase of drinking water is not authorized.
