The Acting General Counsel of the Postal Service requested GAO's opinion on the alleged illegal use of appropriated funds by postal employees for use in propaganda designed to defeat legislation proposed before Congress.
GAO found that the postal employees violated the law drafting and sending letters to patrons of the Postal Service urging them to vote against the proposed legislation. However, the action to be taken by GAO is limited to recovery of the amounts improperly expended. Accordingly, the question of the violation has been referred to the Department of Justive for appropriate disposition.
