A firm protested the Department of the Navy's decision to obtain revised proposals for packing and crating services, contending that it was entitled to award on the basis of its low price under a reverse auction conducted by the Navy prior to the request for revised proposals. GAO found that the Navy reasonably determined to request revised price proposals after the end of the auction, in response to a protest which raised reasonable concerns that there were errors in the conduct of the reverse auction. Accordingly, the protest is denied.

We dismiss the protest as untimely because it was filed more than 10 days after the protester knew, or should have known, the basis for its protest.
