A firm protested a United States Coast Guard contract award for ship maintenance and repair, contending that the Coast Guard improperly downgraded its proposal and applied inequitable evaluation standards in retaliation for a prior successful protest. GAO held that the Coast Guard's downgrading of the protester's technical proposal was unobjectionable, since the record established that the evaluation was reasonable and consistent with the stated evaluation criteria. Accordingly, the protest was denied.
