A firm protested a General Services Administration (GSA) contract award for custodial services, contending that its proposal was unreasonably downgraded based on personnel training and several other factors. GAO held that (1) GSA reasonably determined that the protester's personnel training did not meet the solicitation's requirements and (2) the awardee would have been in line for the contract even if the protester had received the maximum number of points in each of the contested areas. Accordingly, the protest was denied.
