Three firms protested a Defense Supply Center (DSC) solicitation, contending that DSC improperly failed to set aside the appropriate portion of the requirement for small business concerns. GAO held that although DSC reasonably determined that small business set-asides were not appropriate for more than one portion of the boot manufacturing requirement, it improperly failed to consider whether non-set-aside portions should be partially set-aside. Accordingly, the protests were sustained, and GAO recommended that DSC (1) determine whether portions of the contracts should have been conducted as partial small business set-asides and (2) reimburse the protesters for their protest costs.
