A Congressman requested GAO's opinion concerning transactions of the Maritime Commission and the War Shipping Administration.

GAO is not alarmed by the fact that in some instances there is administrative disagreement with its interpretation of the proper policies to be followed in the financial administration of the shipbuilding contracts. On the contrary, GAO is glad to know its reports and comments in such matters have been carefully considered by the Maritime Commission, and that the Commission has taken measures which, if enforced, should prevent or correct improper conditions in connection with those contracts under its administrative jurisdiction.

We dismiss the protest because the protester, a not-for-profit entity, is not an interested party to challenge this sole-source award to an Alaska Native Corporation under the Small Business Administration's (SBA) 8(a) program.
