The Secretary of the Treasury requested GAO's opinion regarding whether appropriated moneys for making payments for a contract awarded to the D-A Lubricant Company should be withheld based on a bid rejection protest from Dalco Lubricants, Inc.

GAO determined that there was no requirement for the Treasury to withhold the use of appropriated moneys for making otherwise proper payments.
