IMPULSE ENTERPRISE PROTESTS THE AWARD OF A CONTRACT TO CONNECTOR SYSTEMS, INC. UNDER SOLICITATION NO. N00140-84-R-JA57, A SMALL BUSINESS SET-ASIDE ISSUED BY THE NAVAL REGIONAL CONTRACTING CENTER, NEWPORT, RHODE ISLAND. IMPULSE CONTENDS THAT CONNECTOR SYSTEMS DOES NOT MEET THE APPLICABLE SMALL BUSINESS SIZE STANDARD.

THE GENERAL ACCOUNTING OFFICE DOES NOT REVIEW QUESTIONS RELATING TO A BIDDER'S SMALL BUSINESS SIZE STATUS BECAUSE ONLY THE SMALL BUSINESS ADMINISTRATION HAS THE STATUTORY AUTHORITY TO CONCLUSIVELY DETERMINE SIZE STATUS FOR THE PURPOSE OF FEDERAL PROCUREMENTS. 15 U.S.C.
