FURTHER REFERENCE IS MADE TO YOUR LETTER OF DECEMBER 1, 1963, AGAIN EXPRESSING YOUR VIEWS RELATIVE TO YOUR CLAIM FOR TRAVEL ALLOWANCE FROM YAKIMA, WASHINGTON, TO CAMP WHITE, OREGON, INCIDENT TO YOUR SERVICE IN THE UNITED STATES ARMY DURING THE PERIOD AUGUST 1942 UNTIL DISCHARGED IN MARCH 1943. THIS CLAIM WAS THE SUBJECT OF OUR DECISIONS TO YOU DATED MAY 11, 1962, AND JULY 24, 1962, B-148774.

SINCE YOUR CLAIM WAS FIRST RECEIVED IN THE GENERAL ACCOUNTING OFFICE ON MARCH 5, 1962, OUR CLAIMS DIVISION ADVISED YOU ON MARCH 26 AND APRIL 9, 1962, THAT IT WAS PRECLUDED FROM OUR CONSIDERATION BY THE ACT OF OCTOBER 9, 1940, 31 U.S.C. 71A. THE DECISIONS OF MAY 11, 1962, AND JULY 24, 1962, EXPLAINED TO YOU IN DETAIL WHY YOUR CLAIM FOR THE TRAVEL ALLOWANCE COULD NOT BE ALLOWED, AND YOU HAVE SUBMITTED NOTHING WHICH WOULD WARRANT A CONCLUSION OTHER THAN THAT REACHED IN THOSE DECISIONS.

WHILE IT IS REGRETTED THAT YOU ARE DISSATISFIED WITH THE ACTION TAKEN BY US IN YOUR CASE, THE RECORD PRESENTS NO BASIS FOR ANY OTHER ACTION IN THE MATTER.
