WAS INTRODUCED IN THE SENATE OF THE UNITED STATES ON JULY 16. WAS REFERRED TO THE COMMITTEE ON POST OFFICE AND CIVIL SERVICE. THE BILL WAS NOT REPORTED OUT BY THE COMMITTEE. SINCE THE SCHOOL YEAR IS UNDERWAY AND THAT CHANGES OF THE EMPLOYMENT CONDITIONS OF THE TEACHERS IN MARINE CORPS DEPENDENTS' SCHOOLS COULD HAVE DRASTIC AND EVEN CHAOTIC EFFECTS. WE HAVE EXPRESSED OUR AGREEMENT TO HIS PROPOSAL WITH THE UNDERSTANDING THAT THE DEPARTMENT WILL SEEK TO HAVE THE BILL REINTRODUCED IN THE 88TH CONGRESS.

WE REFER TO OUR LETTER TO YOU OF NOVEMBER 13, 1961, B-146622, CONCERNING THE CONTINUANCE OF CURRENT EMPLOYMENT PRACTICES FOR TEACHERS IN DEPENDENTS' SCHOOLS, AND OUR UNDERSTANDING THAT THE DEPARTMENT OF DEFENSE WOULD PRESENT TO THE CONGRESS FOR CONSIDERATION PROPOSED LEGISLATION CLARIFYING THE PROVISIONS OF SECTION 6 OF THE ACT OF SEPTEMBER 30, 1950, PUBLIC LAW 81-874, 64 STAT. 1107, AS AMENDED, 20 U.S.C. 241.

IN A LETTER DATED OCTOBER 23, 1962, GENERAL DAVID M. SHOUP, COMMANDANT OF THE MARINE CORPS, INFORMED US THAT S. 3554, A BILL SEEKING THE NECESSARY CLARIFICATION, WAS INTRODUCED IN THE SENATE OF THE UNITED STATES ON JULY 16, 1962, AND WAS REFERRED TO THE COMMITTEE ON POST OFFICE AND CIVIL SERVICE, BUT THAT DUE TO PRESSURE OF WORK ON OTHER PENDING LEGISLATION, THE BILL WAS NOT REPORTED OUT BY THE COMMITTEE. GENERAL SHOUP HAS REQUESTED THAT, SINCE THE SCHOOL YEAR IS UNDERWAY AND THAT CHANGES OF THE EMPLOYMENT CONDITIONS OF THE TEACHERS IN MARINE CORPS DEPENDENTS' SCHOOLS COULD HAVE DRASTIC AND EVEN CHAOTIC EFFECTS, WE PERMIT THE PRESENT EMPLOYMENT PRACTICES TO REMAIN IN EFFECT UNTIL THE END OF THE CURRENT SCHOOL YEAR, OR UNTIL THE PASSAGE OF CLARIFYING LEGISLATION BY THE FIRST SESSION OF THE 88TH CONGRESS, WHICHEVER OCCURS FIRST. IN OUR LETTER OF TODAY TO GENERAL SHOUP, COPY ENCLOSED, WE HAVE EXPRESSED OUR AGREEMENT TO HIS PROPOSAL WITH THE UNDERSTANDING THAT THE DEPARTMENT WILL SEEK TO HAVE THE BILL REINTRODUCED IN THE 88TH CONGRESS.
