TO THE ATLANTIC COAST LINE RAILROAD COMPANY: REFERENCE IS MADE TO YOUR LETTER OF APRIL 12. - RELATING TO AN OFFER BY THE TEXAS AND NEW ORLEANS RAILROAD COMPANY TO ACCEPT THE SUM OF $80.26 IN FULL SETTLEMENT OF ITS CLAIM FOR $160.52 WHICH WAS DEDUCTED FROM AN AMOUNT OTHERWISE PAYABLE TO THE DEBTOR ON ACCOUNT OF A SHORTAGE IN SHIPMENT UNDER GOVERNMENT BILL OF LADING NO. THE GENERAL ACCOUNTING OFFICE IS WITHOUT AUTHORITY TO ACCEPT THE OFFER IN COMPROMISE. THE SECRETARY OF THE TREASURY IS VESTED WITH SUCH AUTHORITY.
