THIS REFERS TO THAT PART OF YOUR LETTER OF SEPTEMBER 5, 1963, REQUESTING RECONSIDERATION OF OUR CLAIMS DIVISION SETTLEMENT OF AUGUST 14, 1963, WHICH, FOR THE REASONS STATED ON PAGE 2 THEREOF, DISALLOWED CERTAIN ITEMS OF EXPENSE WHICH WERE CLAIMED BY YOU INCIDENT TO YOUR TRANSFER OF OFFICIAL STATION FROM REYKJAVIK, ICELAND, TO WASHINGTON, D.C., UNDER DEPARTMENT OF STATE TRAVEL AUTHORIZATION NO. 3-13455, DATED JANUARY 7, 1963, AS AMENDED.

WE NOTE THAT CERTIFICATE OF SETTLEMENT DATED OCTOBER 2, 1963, ALLOWED YOU $60 REPRESENTING THE COST OF DELIVERY OF YOUR AUTOMOBILE ON DECEMBER 17, 1962, FROM PARIS, FRANCE, TO ANTWERP, BELGIUM, INCIDENT TO YOUR PRIOR TRAVEL AUTHORIZATION NO. 2-11451, DATED FEBRUARY 27, 1962. ALSO, WE HAVE NOTED THE REASONS YOU GIVE AND THE DOCUMENTS SUBMITTED WITH YOUR CLAIM, TOGETHER WITH YOUR LETTER OF JANUARY 26, 1964, AS AN EXPLANATION OF THE ROUTING AND CARRIERS USED BY YOUR WIFE DURING THE PERIOD FEBRUARY 8 TO MARCH 15, 1963. HOWEVER, WE ARE UNABLE TO CONSIDER FURTHER THE SEVERAL ITEMS OF MILEAGE, AIR FREIGHT AND BAGGAGE FEES IN QUESTION, IN THE ABSENCE OF EVIDENCE SHOWING THAT AN AMERICAN FLAG SHIP WAS NOT AVAILABLE IN GENOA OR AT A NEARBY MEDITERRANEAN PORT. ALSO A DETAILED EXPLANATION OF HER DELAY OF TRAVEL IN GERMANY AND OF THE MANNER IN WHICH SHE USED GOVERNMENT TRANSPORTATION REQUEST NO. A4,556,047 TO PROCURE PASSAGE ON THE FOREIGN FLAG SHIP S.S. BLACK TERN FROM ROTTERDAM, NETHERLANDS, TO NEW YORK, NEW YORK, SHOULD BE FURNISHED. IN THAT REGARD SEE 22 COMP. GEN. 952 AND 31 ID. 75.

THEREFORE, BASED UPON THE PRESENT RECORD, THAT PORTION OF THE SETTLEMENT OF AUGUST 14, 1963, SO FAR AS IT CONCERNS THE DISALLOWANCES HERE IN QUESTION, IS SUSTAINED.
