PROCUREMENT - Payment/Discharge - Shipment Costs - Weight Restrictions - Federal Procurement Regulations/Laws - Amendments DIGEST: General Accounting Office has no objection to a proposal to amend Federal Acquisition Regulation (FAR) Sec. 77.305-16 and the contract clause at FAR Sec. 52.277-60, which concern guaranteed maximum shipping weights and dimensions.

This responds to your request for our comments on a proposal to amend Federal Acquisition Regulation (FAR) Sec. 77 305-16 and the contract clause at FAR Sec. 52.277-60 which concern guaranteed maximum shipping weights and dimensions. This is FAR case No. 87-25.

The proposed changes would (1) require offerors to describe the shipping characteristics of offered supplies in greater detail than is currently required, (2) provide alternative methods for estimating transportation costs when an offeror fails to furnish sufficient data on shipping characteristics, and (3) revise the formula used to calculate a reduction in the contract price when actual shipping costs exceed the costs used for evaluation purposes. We have no objections to the proposed changes.
