EGNACIA VICENTE: REFERENCE IS MADE TO YOUR LETTER OF NOVEMBER 12. YOUR CLAIM WAS DISALLOWED FOR THE REASON THAT THERE WAS NO EVIDENCE IN THE OFFICIAL RECORDS THAT YOUR HUSBAND WAS ACTUALLY APPOINTED TO A POSITION WITH THE UNITED STATES ARMY OR WHETHER THERE WAS ANY UNPAID COMPENSATION DUE HIM AT THE TIME OF HIS DEATH. YOU STATED THAT CIVILIANS SUCH AS YOUR HUSBAND WERE NOT APPOINTED BUT WERE MERELY EMPLOYED AS RATION CARRIERS AND THAT THE SURVIVING HEIRS OF YOUR HUSBAND'S COMPANIONS WHO DIED AS RATION CARRIERS WERE PAID MONEYS DUE AT THE TIME OF DEATH. YOUR LETTER WAS TRANSMITTED TO THE DEPARTMENT OF THE ARMY WITH A REQUEST THAT ANOTHER SEARCH OF THEIR RECORDS BE MADE AND THAT A REPORT BE FURNISHED WHETHER YOUR HUSBAND WAS EMPLOYED BY THE UNITED STATES ARMY AND WHETHER ANY UNPAID COMPENSATION WAS DUE HIM AT THE TIME OF HIS DEATH.

REFERENCE IS MADE TO YOUR LETTER OF NOVEMBER 12, 1955, REQUESTING RECONSIDERATION OF OUR DECISION OF OCTOBER 6, 1955. THE DECISION SUSTAINED THE DISALLOWANCE OF YOUR CLAIM FOR COMPENSATION ALLEGED TO BE DUE PATRICIE N. DULAY, NOW DECEASED, FOR SERVICES RENDERED THE 127TH INFANTRY REGIMENT, 32ND DIVISION, UNITED STATES ARMY, AS A RATION CARRIER IN THE VILLA VERDE TRAIL DURING THE LIBERATION OF THE PHILIPPINE ISLANDS IN 1945. YOUR CLAIM WAS DISALLOWED FOR THE REASON THAT THERE WAS NO EVIDENCE IN THE OFFICIAL RECORDS THAT YOUR HUSBAND WAS ACTUALLY APPOINTED TO A POSITION WITH THE UNITED STATES ARMY OR WHETHER THERE WAS ANY UNPAID COMPENSATION DUE HIM AT THE TIME OF HIS DEATH.

APRIL 18, 1956, WE WERE OFFICIALLY INFORMED THAT THE DEPARTMENT OF THE ARMY HAS NO RECORD SHOWING THAT PATRICIO N. DULAY WAS AN EMPLOYEE OF THAT DEPARTMENT DURING THE PERIOD OF WORLD WAR II IN THE PHILIPPINES.
