S. DAVID FROST: STAFF DIRECTOR FOR MANAGEMENT BOARD OF GOVERNORS OF THE FEDERAL RESERVE SYSTEM THIS IS IN RESPONSE TO YOUR LETTER DATED OCTOBER 7. ENCLOSED IS A COPY OF OUR LETTER OF TODAY TO CHAIRMAN JACK BROOKS OF THE HOUSE COMMITTEE ON GOVERNMENT OPERATIONS. WE HAVE RECONSIDERED OUR INITIAL DETERMINATION REGARDING THE USE OF GOVERNMENT TRANSPORTATION BY CERTAIN INDIVIDUALS ASSOCIATED WITH THE BOARD OF GOVERNORS OF THE FEDERAL RESERVE SYSTEM. NOW CONCLUDE THAT NONE OF THE INDIVIDUALS NAMED IN YOUR AGENCY'S RESPONSE TO OUR SURVEY REGARDING GOVERNMENT VEHICLE USE RECEIVED GOVERNMENT TRANSPORTATION WHICH THEY WERE NOT ENTITLED TO RECEIVE. OUR ORIGINAL CONCLUSION THAT THE TRANSPORTATION IN QUESTION WAS NOT AUTHORIZED WAS BASED ON OUR REVIEW OF THE JUSTIFICATION FOR SUCH TRANSPORTATION PROVIDED BY THE FEDERAL RESERVE IN RESPONSE TO OUR SURVEY "INFORMATION REQUEST FORM.".

THIS IS IN RESPONSE TO YOUR LETTER DATED OCTOBER 7, 1985 TO MR. WILLIAM J. ANDERSON REGARDING OUR REPORT, "USE OF GOVERNMENT MOTOR VEHICLES FOR THE TRANSPORTATION OF GOVERNMENT OFFICIALS AND RELATIVES OF GOVERNMENT OFFICIALS," GAO/GGD-85-76, SEPTEMBER 16, 1985. ENCLOSED IS A COPY OF OUR LETTER OF TODAY TO CHAIRMAN JACK BROOKS OF THE HOUSE COMMITTEE ON GOVERNMENT OPERATIONS. THIS LETTER INFORMS CHAIRMAN BROOKS THAT, BASED ON COMMENTS FROM YOUR OFFICE, WE HAVE RECONSIDERED OUR INITIAL DETERMINATION REGARDING THE USE OF GOVERNMENT TRANSPORTATION BY CERTAIN INDIVIDUALS ASSOCIATED WITH THE BOARD OF GOVERNORS OF THE FEDERAL RESERVE SYSTEM. NOW CONCLUDE THAT NONE OF THE INDIVIDUALS NAMED IN YOUR AGENCY'S RESPONSE TO OUR SURVEY REGARDING GOVERNMENT VEHICLE USE RECEIVED GOVERNMENT TRANSPORTATION WHICH THEY WERE NOT ENTITLED TO RECEIVE.

AS OUR LETTER TO CHAIRMAN BROOKS INDICATES, OUR ORIGINAL CONCLUSION THAT THE TRANSPORTATION IN QUESTION WAS NOT AUTHORIZED WAS BASED ON OUR REVIEW OF THE JUSTIFICATION FOR SUCH TRANSPORTATION PROVIDED BY THE FEDERAL RESERVE IN RESPONSE TO OUR SURVEY "INFORMATION REQUEST FORM." HOWEVER, YOU NOW POINT OUT THAT THE TRANSPORTATION WAS NOT PROVIDED WITH APPROPRIATED FUNDS AND, ACCORDINGLY, WAS NOT SUBJECT TO THE RESTRICTIONS OF 31 U.S.C. SEC. 1344. WE CONCUR IN YOUR ANALYSIS AND NOW CONCLUDE THAT THE TRANSPORTATION OF THE INDIVIDUALS IN QUESTION WAS NOT UNAUTHORIZED.
