A firm protested an Army Corps of Engineers' solicitation for environmental remediation services, contending that the Corps' decision to set the procurement aside for 8(a) small businesses contradicted procurement regulations that give preference to local businesses who may not be eligible for 8(a) preference. GAO held that the Corps reasonably set the procurement aside for 8(a) businesses , since there was a reasonable expectation that it would receive offers from at least two local 8(a) businesses. Accordingly, the protest was denied.
