An individual protested an Agency for International Development (AID) contract award for a monitoring and evaluation specialist, contending that AID's evaluation of his and the awardee's applications was unreasonable and inconsistent with the solicitation's evaluation criteria. GAO held that AID reasonably determined that the awardee's work experience was more relevant to the position being solicited. Accordingly, the protest was denied.
