A firm protested a Department of Veterans Affairs (VA) contract award for wellness services, contending that VA (1) unreasonably downgraded its proposal because it did not provide letters of intent from key personnel and (2) improperly made award to a higher cost proposal. GAO held that VA (1) reasonably determined that the protester's proposed staffing approach presented a risk to the government and (2) conducted a reasonable cost/technical tradeoff in selecting the higher priced, technically superior bid. Accordingly, the protest was denied.
