GAO commented on the auction of a used car by the General Services Administration to the highest bidder. The bidder contended that he should not be bound to uphold his contract because (1) he meant to bid on number 127 and the car was marked number 27, and (2) his worksheets with checkmarks illustrated his desire to bid on number 127. GAO held that since the contracting office did not have actual knowledge of the bidder's mistake prior to award, the bidder was bound by his bid. Accordingly, the bidder's request for relief was denied.
