A firm protested a Navy contract award for custodial services, contending that the Navy did not give it a chance to discuss certain negative past performance information. GAO held that the Navy reasonably determined not to allow the protester to comment on the adverse past performance information, since there was no inconsistency between the reference's narrative comments and the actual rating the reference gave the protester. Accordingly, the protest was denied.
