A firm protested the Department of Health and Human Services' (HHS) rejection of its bid for training services, contending that: (1) HHS did not evaluate the proposals in accordance with the solicitation's evaluation criteria; and (2) its proposal offered the best value to the government. GAO held that the proposals were evaluated in accordance with the solicitation evaluation factors, and HHS' judgment documented in detailed narrative statements that weighed the respective strengths and weaknesses of the offers. Accordingly, the protest was denied.
