A firm protested an Army Corps of Engineers contract award for technical support services, contending that Corps' evaluation of proposals and its award decision were unreasonable and inconsistent with the solicitation's evaluation scheme. GAO held that the Corps: (1) properly compared the strengths and weaknesses of the proposals and determined that the awardee's bid offered the best value to the government; and (2) reasonably concluded that the protester's proposal was not worth the payment of a price premium. Accordingly, the protest was denied.
