A firm protested a General Services Administration (GSA) contract award for management services, contending that GSA conducted inadequate and prejudicially unequal discussions. GAO held that the two proposals did not contain comparable deficiencies requiring comparable discussions, and GSA properly provided bidders an equal opportunity to revise their proposals while also tailoring their discussions to each bid. Accordingly, the protest was denied.
