A firm protested the Army's rejection of its bid for freight containers, contending that its remanufacturing of foreign-supplied containers would transform the products into domestically produced items, thereby adhering to the solicitation's requirements for domestically produced products. GAO held that the Army properly rejected the protester's bid, since the solicitation restricted the use of foreign-supplied products. Accordingly, the protest was denied.
