A firm protested a Navy contract award for maintenance and repair services, contending that: (1) it should have received the highest-possible rating under each evaluation factor and subfactor because its proposal was evaluated as having no weaknesses or deficiencies; and (2) the Navy unreasonably evaluated its proposal in other respects. GAO held that: (1) the Navy evaluated the proposals in accordance with the stated solicitation criteria; and (2) remaining issues concerning the protest were dismissed, since the protester would not be in line even if all remaining issues were sustained and thus lacked the direct economic interest necessary to be an interested party. Accordingly, the protest was denied.
