A firm protested a Navy contract award for grounds maintenance services, contending that the Navy: (1) improperly evaluated the awardee's bid; and (2) should have rejected the awardee's bid as unbalanced. GAO held that the Navy reasonably: (1) evaluated the awardee's bid in accordance with the solicitation's requirements; and (2) reasonably determined that the awardee's unbalanced bid did not pose a risk to the government. Accordingly, the protest was denied.
