A firm protested the National Cancer Institute's (NCI) rejection of its bid for database administration, contending that NCI unreasonably evaluated its proposal. GAO held that the protest was not subject to GAO's review, since there was no legal basis to object to NCI's decision to issue a task order solicitation to the two firms holding NCI contracts. Accordingly, the protests were dismissed.
