A firm protested a General Services Administration (GSA) contract award for office space, contending that GSA deliberately excluded it from competition. GAO held that: (1) GSA did not deliberately exclude the protester from competing; and (2) GSA properly conducted a full and open competition and awarded the contract at a reasonable price.
