A firm protested a Department of the Interior solicitation for evaluation and upgrade of the Interior's Internet web sites, contending that the solicitation's evaluation criteria were improper and that certain of the Interior's technical evaluators should be excluded from participation in the acquisition. GAO held that the: (1) solicitation's evaluation criteria were directly related to Interior's requirements and thus were unobjectionable; and (2) protester's protest that certain Interior evaluators would act in a harmful manner in evaluating its proposal was premature and speculative and anticipated agency action that has not occurred. Accordingly, the protest was denied.
