A firm protested an Army purchase order for upgrade of an automated storage and retrieval system, contending that the awardee's technical solution was inferior to its own. GAO held that the Army properly based the award on the evaluation of past performance and price, and not comparative evaluation of vendors' technical solutions. Accordingly, the protest was denied.
