Two firms protested the Army's cancellation of a solicitation for drug testing, contending that: (1) the Army's evaluation of technical proposals was unreasonable; (2) the Army's cost comparison was improper; and (3) the Army failed to follow requirements for comparison of a best value commercial offer. GAO held that: (1) the Army evaluated the proposals in accordance with the announced evaluation factors; and (2) record reasonably supported the overall technical ratings. Accordingly, the protest was denied.
