A firm protested the Bureau of the Public Debt's (BPD) issuance of a delivery order to awardee for a computer processor, contending that there were flaws in the evaluation of quotations and in the price/technical tradeoff. GAO held that: (1) in evaluating system life cost under a Federal Supply Schedule procurement fora 36-month lease of computer equipment, BPD properly used the protester's catalog prices for maintenance for year beyond the lease period, since the solicitation advised vendors of this evaluation scheme; and (2) BPD reasonably evaluated the protester's technical proposal in accordance with stated evaluation criteria. Accordingly, the protest was denied.
