A firm protested an Air Force contract award for self-generating nitrogen service carts, contending that the: (1) Air Force unreasonably evaluated the proposals and source selection; and (2) evaluation and source selection were inconsistent with the stated evaluation factors for the award. GAO held that the Air Force: (1) reasonably evaluated the proposals in accordance with the stated evaluation factors; and (2) performed a rational integrated assessment of the proposals and reasonably determined that the price premium involved in an award to the protester on the basis of its higher-rated, higher-priced proposal was not justified given the favorable level of technical competence available at the lower price. Accordingly, the protest was denied.
