A firm protested an Environmental Protection Agency (EPA) purchase order for certain full-service landscape maintenance and management services, contending that EPA: (1) exhibited bias; and (2) conducted a price auction. GAO noted that EPA: (1) was not biased in favor of the awardee, since both bidders were given an equal opportunity to revise their quotes based on reduced solicitation requirements; and (2) conducted discussions consistent with legal requirements. Accordingly, the protest was denied.
