A firm protested the Department of Veterans Affairs' (VA) rejection of its bid for natural gas, contending that its revised proposal included adequate evidence of its ability to purchase and transport natural gas below the index price and tariff rate. GAO noted that VA properly excluded the protester's proposal from the competitive range, since the protester failed to demonstrate the ability to purchase and transport natural gas at certain rates and terms, as required by the solicitation. Accordingly, the protest was denied.
