A firm protested a General Accounting Office (GAO) solicitation for travel management services, contending that GAO should have described its needs by naming commercially available software which GAO learned as part of its market research efforts would satisfy its solicitation requirements. GAO noted that it appropriately defined its needs for commercially available travel management software by using a broad commercial item description stated in terms of functional requirements. Accordingly, the protest was denied.
