A firm protested the Navy's rejection of its bid for ground maintenance services, contending that the Navy improperly rejected its bid as unreasonably low, since it should have been referred to the Small Business Administration for consideration under its certificate of competency procedures. GAO held that: (1) the Navy reasonably rejected the protester's bid as low, since the protester's quote was significantly lower than the government estimates and other quotes received; and (2) the protester failed to submit documentation or explanation to support its quote. Accordingly, the protest was denied.
