A firm protested a Defense Logistics Agency (DLA) contract award for management support services, contending that: (1) the awardee's bid was technically unacceptable, since it did not comply with the solicitation's requirements; and (2) DLA improperly evaluated the bids using unannounced evaluation criteria. GAO held that DLA: (1) reasonably evaluated the awardee's bid in accordance with the solicitation's evaluation criteria; and (2) did not improperly apply unannounced evaluation criteria in evaluating the awardee's bid. Accordingly, the protest was denied.
