A firm protested a Bureau of Reclamation contract award for demolition and construction work, contending that the awardee did not satisfy various definitive responsibility criteria. GAO held that the : (1) general licensing requirement was a performance requirement, not a definitive responsiblity criterion, and need not be satisfied prior to award; and (2) Bureau reasonably determined that the awardee satisfied the solicitation's requirements prior to award. Accordingly, the protest was denied.
